Debbie Casey is a seasoned legal executive with over 20 years of legal and business experience in life and health sciences, having represented biotechnology, pharmaceutical and medical device companies, in-vitro diagnostics companies, hospital systems, physicians, and other healthcare providers. Debbie handles a wide range of transactions and approaches each one with a practical and deep appreciation of the often-competing priorities of meeting legal and business objectives. She has extensive experience with healthcare regulations (including HIPAA, Federal Anti-Kickback and Stark), diagnostic testing, and issues relating to telemedicine and medical practice groups. Debbie's clients at Outside GC include, or have included, Oxford Immunotec, LLC, a UK-based provider of latent TB testing kits; Keryx Biopharmaceuticals, Inc.; Medical Specialties Distributors, LLC, a nationwide distributor of medical products and supplies; Verity Medical Foundation, Inc., a California non-profit health system; DocPace, and SafeRide, Inc., a provider of non-emergency medical transportation solutions to the healthcare industry.
Prior to joining Outside GC, Debbie spent almost 20 years in both legal and operations roles at Fresenius Medical Care North America, the nation’s largest provider of dialysis services and supplies. As Associate General Counsel, Debbie advised the company on a wide range of legal and regulatory issues, including Stark and Anti-Kickback and HIPAA/HITECH. She both provided, and oversaw, physician contracting, managed care and hospital transaction support, and legal guidance on compliance issues. In addition, she managed transactional and day-to-day legal support provided by a large team of lawyers and support staff to the Dialysis Services Division. During that time, Debbie also served as General Counsel to Fresenius' managed care organizations, Renaissance Health Care and Optimal Renal Care, LLC.
In her role as Vice President of Business Development for Fresenius’ Physician Strategies Group, Debbie developed and implemented a proprietary compliance/operational model and process for evaluating fair market value for services provided to Fresenius by referring physicians. In addition, she drove Fresenius’ development of policies and procedures relating to joint venture ownership of dialysis facilities with physicians.
Debbie subsequently joined American Renal Associates as Vice President of Business Development, where she was responsible for identifying corporate growth opportunities and assisting with physician joint venture negotiations. She participated in lobbying efforts in D.C. through the Kidney Care Council and Kidney Care Partners.
Debbie started her legal career at Goodwin Proctor and Simpson Thacher.
She was a member of the Board of Directors of Minuteman Health Insurance, a non-profit health insurance company.
She is admitted to practice in the Commonwealth of Massachusetts. Debbie holds a B.A. in Government/International Relations from St. Lawrence University and a J.D. from Suffolk University School of Law.
Debbie lives in Boxford, MA with her family, including a ridiculously adorable Wheaton Terrier, Lola. Whenever possible, they escape to Nantucket. She’s also an avid power yogi, loves to kayak, travel and laugh out loud. A lot.
